We had a very detailed discussion on the last occasion the Department was before this committee in terms of that aspect of transparency. Mr. Seamus McCarthy referred to the complicated nature of the funding mechanism over decades, in terms of the way things amassed. Does this move lead to transparency? Does it help the Comptroller and Auditor General, in terms of the complexity of this funding mechanism?
