Mr. Seamus McCarthy:
It is just something that has been inherited over many years. There has always been a statutory obligation on Departments, for instance, to submit their appropriation accounts, and for some accounts there is not an obligation set in the legislation to submit the accounts for audit. It is a situation that has evolved.
