Mr. Burgess's point is reasonable, but the point I am trying to make is that many of these people were encouraged to purchase homes. People forget very quickly that people were encouraged by the banks to purchase homes they could not afford. Many of these purchases were done through brokers who got people to buy homes they could not afford. I take the point with regard to a straight measure, but I will still ask the question of both witnesses. Is the 10,000 figure correct? The issue is one of finding a solution. We have an issue with the vulture funds and we have to deal with it, but we also have an issue with the tsunami of people who cannot afford their mortgages and people who are not paying their mortgages. How do we resolve that issue?
