No. Let me tease out this point. Unless the bank dealt with arrears capitalisation, a person could have paid only half the mortgage repayment in the first of those five years because he or she may have lost their job. However, the borrower may have paid the full mortgage repayment for the subsequent four years, yet find himself or herself in the category that Mr. Burgess has said is five years in arrears because there has been no arrears capitalisation.
