It would be helpful, particularly given what Dr. O'Keeffe has said several times about one person being missing who might be able to fill in some of the gaps.
According to the various memos on the audit development process, including the February one, the State Claims Agency was consulted. Was it consulted along the way? Was it in the loop? Was there any advice from it as to how the HSE should handle matters legally?
