My understanding is that even among clinical colleagues there is an understanding that the treating clinician is the right person to give that information. That is how it happens in the very few jurisdictions where they do it. There are important considerations around a lot of this, not just the decision that the information should go through the treating clinician, but also in reflecting the 2013-2014 revised open disclosure policy in the HSE.
