I move amendment No. 21:

In page 12, to delete lines 8 to 13 and substitute the following:"(2) Notwithstanding section 40 of the Act of 1976, the Minister may make regulations to establish a taskforce to identify the most efficient agriculturally and environmentally sympathetic fashion in which to proceed in this area.".
