The main reason for that is that in 2011 we were not engaging with people at the rate we should have been through the Intreo service, JobPath or the local employment services. As I said earlier, every case officer had caseloads of more than 1,000 jobseekers. Now we have caseloads of 120 to 201 on average. It is about 200 on average across all services.
