I move amendment No. 94:

In page 39, between lines 31 and 32, to insert the following:“(8) (a) In circumstances where it is necessary to restrict the rights and obligations referred to in subsection (1) for important objectives of general public interest other than those listed in paragraphs (a) to (n) of subsection (7), the Minister shall cause to be laid before both Houses of the Oireachtas a written statement of those further objectives.

(b) Regulations may be made restricting the rights and obligations referred to in subsection (1) only if a resolution approving the written statement laid before the Houses under paragraph (a) has been passed by each House.”.
