What is the state of planning? I assume there is ongoing planning in the Department for each conceivable outcome of the three issues about which we are talking. What is the Minister's attitude and the attitude of the Department? Has anything been put in train or have any plans been put in place for more discretion to be given to the Minister and his Department post CAP? It seems to be the one thing that is coming forward, budgets aside.
