The point that I am making is that when the Comptroller and Auditor General does a specific chapter on a topic and the relevant Accounting Officer says he will publish guidance in the near future, which was last September, and we are here at the end of March and that is still not out, we are entitled to ask what Mr. Watt meant by near future when he said that.
