I welcome the Minister for Housing, Planning and Local Government, Deputy Eoghan Murphy, and his officials. I also welcome Deputy Joan Collins, who is the sponsor of the Bill.

I remind members to ensure that their mobile phones are switched off or in aeroplane mode for the duration of the meeting as they will interfere with the broadcasting system even when on silent mode.

Before Committee Stage commences, I wish to deal with a procedural matter relating to Bills to amend the Constitution. The substance of the debate on Committee Stage relates to the wording of the proposed constitutional amendment, which is contained in the Schedule to the Bill. As the sections of the Bill are merely technical, in accordance with long-standing practice, the sections are postponed until consideration of the Schedule has been completed. In accordance with precedence and Standing Order 151, I ask Deputy Ó Broin to move that consideration of sections 1 and 2 of the Bill be postponed until the Schedule is disposed of.
