A report designed specifically for Ms Feehily's eyes and ears and for the Policing Authority was prepared by the two expert data analysts and presented on 11 April. This report was not directed to the Policing Authority as per protocol. The two analysts subsequently went to a public meeting with the Policing Authority and presented a very different view to that contained in their written proposal. What would we call that if it was not misleading?
