The overall view and the position of the Policing Authority - and the reason we made reference to training and formation - is that in a number of ways there needs to be a lot more light and air let in to the formation of gardaí. We consider that quite a lot of the training interventions could be delivered externally and at other third-level education campuses. We are absolutely and seriously worried about and bothered by the fact that recruits come out of the Garda College without being qualified to drive. This could be outsourced.
