The second amendment that was ruled out of order was on the minimum passing distance in respect of cyclists. I welcome the Minister's conversion on the need to bring forward legislation in that regard, which was announced on the morning of the previous meeting. However, he has said today that he will bring forward that measure by way of statutory instrument. Is that correct? There is no legislation. Why is it being done by way of statutory instrument as opposed to primary legislation?
