I drive on busy roads. I was breathalysed twice in Dublin and once on the road to Belfast in the middle of the day. Despite all of the mileage I do, I have never been breathalysed on busy and not-so-busy roads in and out of the city or on rural roads. My experience is a perfect example in that it is representative of what happens in the whole country, North and South. I have never been breathalysed in the North. It shows exactly what the Minister is saying, that breathalysing does happen in Dublin to a certain extent. Perhaps that is the reason the number of fatalities is lower in Dublin.
