On the issue raised of per capitaspends per local authority, the Deputy should not be surprised to see that it does not tally because equalisation was very often a specific intervention to deal with a local issue such as, for example, the closure of a big factory and a resultant significant loss of rates which would put a hole in the budget of the local authority.
