Are we expecting to see a reduction in programmes? The CAP presents a major issue for Ireland. One of main beneficiaries of the EU budget is the CAP. The Commissioner has mentioned that we are likely to see a 5% to 10% reduction in that type of programme, yet, on the other hand, there will be an increase in military or defence spending in Europe.
