I have a question. Forgive me if I am out of order and the Chairman or clerk can correct me. It strikes me that in article 13(3) states "In making the regulations under subsection (2), the Minister shall have regard to the availability of resources." It says "shall have regard to availability", so it will not be a demand-led scheme at all, will it?
