As far as I am concerned it is very much a live report. The proposers had recommended a transfer of functions from the Department of Justice and Equality to the Department of Children and Youth Affairs. Historically Departments clearly outline their own roles and responsibilities, but regarding the Internet, this is an overarching issue and covers several Departments and agencies.
