Amendment No. 1 is in the name of the Minister. I must point out for the information of members that amendment No. 1 has been grouped with amendments Nos. 2 to 5, inclusive. Amendments Nos. 1 to 5, inclusive, may be discussed together. If the question on amendment No. 1 is agreed then amendments Nos. 2 to 5, inclusive, cannot then be moved. Acceptance of amendment No. 1 involves the deletion of section 1 of the Bill as it has presented to us this morning so it is a new section. I invite the Minister to address his amendment, please.
