We took the view that we were going to have quite a number of appeals. We took the view that it was likely that there would be some complexity when we looked at the number of different customer types and product types that we had to review. We took the view that having a customer representative on that panel was useful for the panel to make the right decision. We were also cognisant that we wanted to avoid any belief that having a bank employee on the panel could disproportionately influence a decision. I presume that is the basis of Deputy McGrath's point. That is why it is a majority voting construct and the chairman has a casting vote.
