He is using a future policy change as a reason for not progressing applications from a number of women who are entitled to payment under this scheme. He mentioned that the UN convention was a reason for not progressing the payment. He is now saying that we have not ratified that. How can he use a future ratification process as a reason to justify a retrospective denial of women who are entitled to payment under the scheme?
