That adds to the argument that the OECD should be driving this. I hear Mr. Tang's points. I disagree with certain things but the OECD is dragging its feet on some of these issues.

I have no doubt about that. What I cannot understand is that Ireland will veto these proposals and yet a huge amount of energy is being put into this. It has been ongoing for the past decade. A huge amount of energy is being put into this instead of focusing on where it needs to happen at a global level in order that we can deal with this at the OECD.
