For the three parties. It is hugely expensive and it is not acceptable that that should continue. If TII has views on arbitration and so on that we could recommend to the Government or the Minister, it would make sense. I accept the intention is to have a public procurement process and that would be watertight. However, Mr. O'Neill has pointed out that people make a legal play at the taxpayers' expense to make a financial gain for their company and that is not acceptable either from a moral or ethical point of view. I accept the TII's bona fides in entering this process fairly and openly but there is something radically wrong when we end up with an unopened service station costing €20,000 a month and a bill for €1 million. I do not say that was the Mr. O'Neill's intention but that was the outcome.
