If TII has views on arbitration and so on that we could recommend to the Government or the Minister, it would make sense. I accept the intention is to have a public procurement process and that would be watertight. However, Mr. O'Neill has pointed out that people make a legal play at the taxpayers' expense to make a financial gain for their company and that is not acceptable either from a moral or ethical point of view. I accept the TII's bona fides in entering this process fairly and openly but there is something radically wrong when we end up with an unopened service station costing €20,000 a month and a bill for €1 million. I do not say that was the Mr. O'Neill's intention but that was the outcome.
