A national steering group was set up under the mental health division. Resources have been provided for the last three to four years with a view to establishing community based teams for each catchment area for people with intellectual disabilities. Until now, such services have been provided on an ad hoc, somewhat haphazard basis and have been provided mainly by the voluntary agencies.
