The scheme is in place because we recognise that in some cases people do not have access to funds. It seems like a good investment to me to spend this cash on a property to get rent in straight away or one month later and for that to continue for the rest of the landlord's life. We need to encourage people to do it. That is why we are trying to make it easier than other schemes. That is what we are trying to do.
