Financial inclusion is a social policy issue. As is the case with the question of rural broadband, the question of populations receiving adequate financial services is one for public policy solutions. One option may be to impose conditions on commercial banks but there are other options. One has to manage the conflict between what is commercially sensible and what is socially desirable. Ultimately, that is for the political system to decide as it may require subsidies or other such things.
