I am familiar with the existence of those types of programmes. They would need to be very carefully considered in the context of the legal framework within a specific jurisdiction. The concerns might be taint or a perception that the wrong motivation for payment would undermine the credibility of any witness's evidence. That is just something that has to be considered carefully in the context of the legal jurisdiction within which one operates and how evidence is viewed in court in that context. It is not something that should be looked at in isolation. It is because of how it would be treated and it should only be put in place if it will actually improve the system. That is the single biggest policy consideration that would need to be researched and looked at.
