They could. Another thing is where someone is locked into a proprietary brand. It could be a particular type of computer equipment or licences for computer services. Often, especially in the health sector, people can be locked in to one supplier of a particular kind of machine or diagnostic kit, and drugs are another area. It is often put forward that there is a sole supplier where only one potential supplier of something can be identified, but it has to be proven that there is only one supplier. This is the dialogue we have with organisations. If the Deputy recalls, I think it was the representatives from Dundalk Institute of Technology who spoke of how there was only one person and that they had been working with that person for 15 years. Organisations can make a case but they must try to prove it to us or there are questions to be answered on that.
