Normally, if one was a participant in a cartel and committed a criminal offence, one is liable to prosecution for that.

Given that they are, by their very nature, secret arrangements, to get witness evidence it is often necessary to get it from someone who has been a part of it, that is, he or she has committed a criminal offence. In light of that, we have sat down with the Director of Public Prosecutions-----
