What one needs, in a case in the Central Criminal Court, is a witness. One would need somebody who is prepared to get up in the witness box and swear up to what happened. Preferably, one wants somebody to swear up and say: "I was there. I was present at these meetings. An agreement was made. We all agreed to enter into an agreement to fix prices and share markets."
