That is not my model. I am saying there is a flaw in this model. The flaw in the model is not a matter of the service delivery and whether the two organisations are providing a good service. That is a matter of policy and judgment; it is subjective. We are here to evaluate processes and also the expenditure of money. In process terms, I have a concern.
