Ms Goggin spoke about cartels. If the Competition and Consumer Protection Commission found that there was a cartel in operation, be it in the insurance industry, in respect of which it is carrying out an investigation at the moment, or the banking industry, as posited by the Cathaoirleach, what kind of sanctions, if any, can the commission put in place?
