With regard to our previous point on increases in public capital expenditure and the likelihood that all elements will be addressed, and the question of whether the impact on carbon emissions will in turn have an impact on the use of the resources and, potentially, on meeting climate targets, these issues should be taken into account. If there are concerns over the price of carbon that might be generated or fines that might arise, they should be taken into account. This is the way the framework is going. I am not quite sure whether it is fair to say the Department is fully blind to this but we hope it is being taken on board.
