Will Ms McPhillips explain how the Minister, Deputy Flanagan, received a phone call from the previous Secretary General who informed him that he was retiring and brought to his attention the existence of a document, which we now know was an email? During the course of the conversation, the Minister, Deputy Flanagan, requested that information be passed on to the disclosures tribunal. When a Minister makes a request such as this what happens?
