I will waive my questions on burning and hedgerows and will instead discuss the canals, if that is okay. I will ask Mr. Dolan for additional briefing on his statement. It says, "Waterways Ireland wish to immediately reintroduce the proposed 2012 by-laws and increase charges to the maximum level to attract private marina operators onto the canal". Will Mr. Dolan brief the committee a tiny bit further on that? The canals section of the Bill was obviously a substitute for what was promised, namely, a dedicated canals Bill. My understanding is that was what was promised. He need not be exhaustive but will Mr. Dolan tell us what a workable, dedicated canals Bill, which would be progressive for users, residents, business and tourism, might look like? I was going to ask him about the impact of the appeals process but I think he has dealt with that in his contribution.
