I wish to ask the Department similar questions. Yes, there is good legislation and regulatory bodies to oversee organisations. Unfortunately, there is still a power imbalance in the sector. In terms of the level of accountability with regard to funding, that stick is not there. Do the officials from the Department agree with the previous two speakers that that should be part of the expectation of accountability?
