I think the point Mr. Gallagher made is that we do not ensure there is oversight of passengers. They are not regulated by the IAA. The regulated entity is the body that is concerned, in this case the airport.

It is up to the airport to ensure that its aviation security standards comply with the regulation and not the passenger.
