It is probably important to highlight the difference between immigration and aviation security. When people land at an airport and present their passports, that is an immigration booth. It is nothing to do with aviation security. Aviation security is about preventing unlawful acts of interference. From the IAA's perspective, we want people to fly and goods to be transported by air in a safe manner so that the travelling public can have confidence that when they board the aircraft there is not an explosive device on board, or that there is nobody on board who wants to hijack the aircraft. It is completely separate from immigration.
