We cannot deal with amendments which would result in a charge or potential charge on the Revenue. Amendment No. 48 sought to provide that “at least two but not more than 3” undergraduate students would be members of the governing body of a technological university. The amendment has the potential to change the overall membership of the body. Members of the body may be paid allowances in respect of remuneration and expenses as the Minister may determine, therefore any increase in membership could impose a charge on the Revenue and the amendment is therefore ruled out of order.
