The review advocates adopting the definition of journalist contained by the Council of Europe recommendations. That specifies that for the purposes of this Recommendation, and I quote, "the term "journalist" means any natural or legal person who is regularly or professionally engaged in the collection and dissemination of information". That would not cover somebody who tweets or who updates on Instagram. There is a regular and professional obligation.
