It is a convenient argument but it is not consistent with the European Court of Human rights or with the rulings that are provided in appendix A in the NUJ submission to the committee. Mr. Justice Murray has accepted the delay in his report arose because he used additional time to study international judgements. The idea that it is inconvenient because it complicates law and it would be easier if everyone was put into the same little box and wrapped up in the same ribbon is unacceptable to me. There are particular issues in regard to the confidentiality of sources in journalism. Of course it is not easy and there are difficulties but once the dam has been breached at all there is a real difficulty.
