There was an underspend of about €3 million on the energy efficiency programmes themselves. Probably the biggest underspend was on the demand-led scheme, which is the Better Energy Homes scheme where we are relying on people to come forward to us and make proposals or seek grant funding from the SEAI. That did not arise to the same extent that we had predicted but, overall, relative to the provision in 2016, the underspend is modest enough. I mentioned earlier that one of the issues for us is that when we get additional funding, we have to ensure that the SEAI is fully geared up in terms of staffing and external advice to support delivery of the schemes. There was some work to be done on that in 2016 because there was such a big jump in the capital provision between 2015 and 2016 but the SEAI is well geared up now.
