That makes sense. If the banks are not going to behave in a rational fashion, we must consider inserting "shall" rather than "may". Mr. O'Connor will probably be aware that the Department of Justice and Equality is allergic to the word "shall" in many respects, so that will be a challenge. I thank him for his presentation.
