I will answer the specific point and Ms Rowland will address the general approach to enforcement.

We take whistleblowing very seriously. If we receive information through a whistleblower, we take it very seriously in trying to ensure the protection of the whistleblower. This instance is in the public domain and was thoroughly investigated twice. We formed a view on the seriousness of the issue associated with the allegations raised by the whistleblower. We follow up in a proportionate manner. There are a number of tools we can use in dealing with breaches. They relate to the proportionate approach, the seriousness of the breach, its persistence and so on. Some of these actions may be private in nature such as the giving of a supervisory warning, while some may be more public in nature. This applies in areas such as those when we talked about transparency.
