Must the institution itself be found guilty of an action before a decision or action can be taken by the Central Bank relating to an individual? It seems that, if an individual supplied false and misleading information to the Central Bank on insurance reporting matters, the Central Bank would have no powers to act because it would have to establish that the company itself was deliberately providing false information and this provides a veil of protection for the individual who provided the false information.
