That scenario is where people may have gone to the Financial Services Ombudsman with their individual cases. One would have to see how the Financial Services Ombudsman would have adjudicated in these cases. Given the scale, one could probably predict that it would have been an overwhelming task for the Financial Services Ombudsman. What we are trying to do is to add the fact that we are the regulator and have information gathering powers-----
