I do not think the Central Bank has sufficient resources. If the Central Bank believes that a person is impacted but the bank will not agree, then the customer can go to the Finance Services Ombudsman, FSO. In a situation where a previous ombudsman has ruled against a person, is that legally binding? Can the FSO go through a process a second time? Perhaps Ms Rowland would address that specific question.
