This still comes back to the enforcement issue. The strategy has been to try to get payments to those affected as quickly as possible, but that will be backed by the enforcement-type investigations assessing what has happened here and what codes were violated. There are issues to do with our codes and the sanctions that can be imposed. If we see evidence - again there is a low threshold of evidence - that triggers by a report by us to the Garda, we will do that. Those are the different steps in this process but there is not a blanket answer. I emphasise, coming back to why this examination is taking place, we are going beyond the legal issues.
